(A) All refuse, garbage, and waste from residences or properties eligible for municipal pickup within the village shall be placed in cans or similar metal or plastic containers with lids securing the refuse, garbage, and waste within the can or similar container.
(B) All garbage, waste, and recycling eligible for municipal pickup shall be placed near the street in front of the user’s residence in such cans or containers no earlier than on the day before the scheduled pickup; the containers and any garbage, waste, or recycling not picked up shall be removed from the pickup area no later than 8:00 a.m. on the day following pickup. These cans or containers shall not be left on public sidewalks or in public streets, alleys, or rights-of-way at any time.
(C) All refuse, garbage, and waste shall be kept at all times other than when set out for pickup either in the building, secured from the outside and against the weather, or immediately adjacent to the residence with lids securing the contents of the cans or containers.
(D) The owner or occupant of the residence within the village is responsible for all violations of this section.
