In order to facilitate the removal of abandoned vehicles or parts, the Police Department may employ personnel and acquire equipment, property and facilities, and enter into towing contracts as necessary for the purpose of removal, storage and disposition of abandoned vehicles and parts. The City Council may establish, by ordinance, procedures to accomplish the purposes of this chapter.
