No prohibition, regulation or limitation relating to stopping, standing or parking imposed under § 72.22 or § 72.23 shall be effective unless official traffic control devices or signs are erected and in place at the time of any alleged offense and it shall be the duty of the Board of Public Works and Safety to see that such devices or signs are erected and maintained.
