A. Depositing On Streets: It shall be unlawful to deposit or permit to fall from any vehicle any garbage, rubbish or ashes on any public street or alley in the City; provided, that this subsection shall not be construed to prohibit placing garbage or rubbish in a container complying with the provisions of this chapter preparatory to having such material collected and disposed in the manner provided herein. B. Uncovered Garbage: It shall be unlawful to place or permit to remain anywhere in the City any garbage or other materials subject to decay, other than leaves or grass, excepting in a tightly covered container, as defined in section 4-1-1 of this chapter. (1995 Code § 19-2-102)
C. Wind Blown Rubbish: It shall be unlawful to cause or permit to accumulate any rubbish or such material that can be blown away by the wind anywhere in the City except in a covered container. (1995 Code § 19-2-103)
D. Dumping Without Consent: It shall be unlawful to dump or place any garbage, rubbish or ashes on any premises in the City without the consent of the owner of such premises. (1995 Code § 19-2-104)
E. Unlawful Dumping: It shall be unlawful to dispose of any garbage, rubbish or ashes anywhere in the City excepting in a disposal device approved of by the City. (1995 Code § 19-2-105)
F. Dead Animals: It shall be unlawful to place any dead animal, or part thereof, in a container for collection. (1995 Code § 19-2-111)
G. Scavenging: It shall be unlawful for any person to scavenge any solid waste within the boundaries of the City. (1995 Code § 19-2-112)
H. Hazardous Waste: No person shall place any hazardous waste in any container for collection, transportation or disposal within the City. (1995 Code § 19-2-113)
