§ 150.070 SATELLITE RECEIVING DEVICES; INSTALLATION AND PLACEMENT.
   (A)   (1)   All satellite receiving devices located within the city located in areas zoned other than commercial and local retail as more fully described in the zoning ordinance of the city and located therein shall meet all of the following requirements:
         (a)   The maximum number per residential lot shall be 1 only;
         (b)   No device may be located in a front or side yard;
         (c)   No device shall be roof-mounted;
         (d)   All antennas shall be properly grounded to protect against electrical shock and shall be equipped with a protective hood to cover or block out any and all noises that could arise;
         (e)   All antennas shall not be erected closer than 3 feet to the property line;
         (f)   All antennas shall be erected at ground level; a concrete base of no more than 1 foot in height shall be permitted for balancing and leveling purposes only;
         (g)   All antennas and antenna foundations shall be designed to withstand wind loads in accordance with the International Building Code; and
         (h)   No antenna shall be permitted to interfere with any neighboring transmitting or receiving signal.
      (2)   Nothing contained in this division (A) shall prevent the installation and maintenance of antennas necessary for the operations of public or educational facilities for the protection of health, safety, and welfare of the communities and the enhancement of the educational facilities.
   (B)   Satellite receiving devices located in areas zoned commercial or local retail must meet all of the following requirements:
      (1)   No person or business shall mount on the roof of any structure, or on the ground, or operate, more than 1 satellite receiving device on premises owned by or leased by that person or business;
      (2)   Any person or business engaged in the business of the sale of satellite receiving devices may display at that business location, except as provided in division (B)(1) above, more than 1 satellite receiving device, provided that the displayed equipment in excess of the 1 permitted in division (B)(1) shall not be in actual operation at time devices are displayed; and
      (3)   All operating satellite receiving devices shall meet all of the requirements as set forth in divisions (A)(1)(d), (A)(1)(e), (A)(1)(g), and (A)(1)(h) above.
