No house, structure, or building shall be moved on any street, alley, or property owned by the city, into or within the city, except the following:
(A) An existing building or structure within the city limits;
(B) A manufactured housing unit for which a valid certificate has been issued by the State Department of Labor and Standards and indicating that the unit has been constructed in accordance with the manufactured housing standards of the state;
(C) A storage building not to be used for habitation, not exceeding 240 square feet in size, and to be located upon either a concrete slab, concrete blocks, or a pressure treated timber foundation; or
(D) Commercial buildings to be located and used in areas zoned as local retail, commercial, or office and professional districts within the city.
