(A) No person shall engage in the business of contracting to furnish labor or materials for the erection, construction, repair or remodeling of buildings, structures, or signs for which a building permit is required without first obtaining a city contractor registration.
(B) No person shall be issued a contractor registration certificate without proof of liability insurance. Certificates of insurance must show a minimum of $1,000,000 liability with a $2,000,000 aggregate. A valid state-issued drivers' license must be presented as well as a copy of all applicable state-issued professional licenses.
(C) All licenses issued under this code shall expire at midnight on December 31 of the year of issuance. Any licensee failing to renew his or her registration certificate and who makes an application for renewal of the license before his or her current license expires shall be considered an applicant for an original license.
(D) Contractor registration is not a building permit. No person shall perform any construction service without a valid city-issued building permit. Work done without a building permit will be subject to fines and citations in addition to permitting fees that are doubled.
(E) The license fees as set by the city’s fee schedule shall be paid prior to applying for any type of permit.
