§ 71.01 OFF-STREET HANDICAPPED PARKING SPACES AUTHORIZED; UNAUTHORIZED USE UNLAWFUL.
   (A)   Handicapped parking spaces authorized. Upon the request of the owner or operator of any off- street parking facility, the Director of Public Works of the city is authorized to designate stalls or spaces in an off-street parking facility for the exclusive use of vehicles which display a distinguishing license plate, specially designed symbols, tags, or other devices, issued pursuant to Tex. Trans. Code, §§ 502.051, 502.184, 502.253, 502.254, 502.266, and 681.001 - 681.011, to disabled veterans and disabled persons. These stalls or spaces shall be designated by posting, immediately adjacent to and readily visible from each stall or space, a sign consisting of a profile view of a wheelchair with the occupant in white on a blue background. In the alternative, these stalls or spaces may be designated by a readily visible symbol or insignia consisting of a profile view of a wheelchair with the occupant in any color painted or inscribed in the pavement of the stall or space.
   (B)   Unauthorized use of handicapped spaces unlawful. It is unlawful for the operator of any vehicle not displaying a distinguishing license plated issued to disabled persons pursuant to Tex. Trans. Code, §§ 502.253, 681.001 - 681.007, and 681.009 - 681.011, or to disabled veterans pursuant to Tex. Trans. Code, §§ 502.051, 502.184, 502.254, 502.266, and 681.008, to stop, stand, park, or leave standing that vehicle in any parking space properly designated for the exclusive use of physically handicapped persons, pursuant to division (A) above.
   (C)   Effective date. This section shall become effective on or after January 30, 1992.
