All refuse, junk, and other material placed curbside for collection shall be the property of the city immediately upon placement for collection and no other person is allowed to separate and collect, carry off, or dispose of same except under the direction of the City Council or its duly authorized designee. No person or business shall meddle with another person’s or business’ garbage container or receptacle. No person or business shall pilfer refuse, scatter refuse, or place junk in any alley, street, or public place within the city.
