Any resident or residential property owner within the city shall have free access to Skyline Landfill to dispose of garbage, bulky waste, and construction debris generated inside the corporate limits of the city, without charge, subject to the terms and provisions of the written agreement between the city and Waste Management of Texas, Inc. No business, or owner or occupant of either commercial or industrial zoned property shall be entitled to free disposal of more than 60 uncompacted yards of refuse during a week (if using a 30-yard roll-off container) or more than 32 uncompacted yards of refuse during a week (if using 8-yard front-load containers), unless otherwise agreed in writing, executed by the Mayor, and approved by the City Council. Any other person or business shall be subject to the charges and fees of the Skyline Landfill for disposal of refuse.
