(A) No person or business shall dispose of any refuse in any manner other than as specified in this subchapter.
(B) No person or business shall deposit refuse generated outside the city in any container or location inside the city, except that a person or business may deliver refuse to a sanitary landfill inside the city but that person or business shall pay the landfill’s customary charges or fees for that disposal.
(C) No person or business shall place or allow to be placed any hazardous waste in any garbage container or receptacle.
(D) No person or business shall deposit any material whatsoever in a collection bin, dumpster, or other garbage, rubbish, or waste receptacle not owned or in control of that person or business. Exception: city-placed public trash cans in parks and rights-of-way.
