(A) Garbage and rubbish generated by each residential unit, light commercial unit and industrial unit shall be properly disposed of in containers provided for the exclusive use of that unit and provided by the Public Works Department or by the designated garbage collection company.
(B) Thirty-yard roll-off containers may be provided for construction debris to a unit whose owner has received a building or demolition permit as directed by ordinance, by the City Council or its duly authorized designee.
(C) The owners or occupants of heavy commercial units, such as retail, commercial, and manufacturing businesses, upon request, will be furnished with individual bulk containers that are adequate to accommodate their refuse by the Public Works Department or by the designated garbage collection company. The owners and occupants shall take preventative measures to keep refuse from blowing out of the container and shall be responsible for keeping the area surrounding the container free of refuse.
(D) Garbage containers and receptacles shall be left by the curbside, adjacent to the property for which the container was provided, not more than 24 hours prior to the collection time, and shall be removed from the curbside not later than 12 hours after the collection time. Garbage containers and receptacles shall be maintained in a sanitary condition at all times by the property owner or occupant who is provided the container or receptacle.
