Every person operating an all-terrain vehicle on designated roadways has all the rights and duties applicable to a driver of any other vehicle under provisions of the city code and state statutes, except when those provisions cannot reasonably be applied to all-terrain vehicles. All all-terrain vehicles must be insured to operate upon a public roadway.
