§ 73.02 SKATEBOARDS, ROLLER SKATES AND ROLLER BLADES.
   (A)   Definitions. For the purpose of this section, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      ROLLER SKATES and ROLLER BLADES. A shoe with wheels attached or a device with wheels which is designed to be attached to a shoe.
      SKATEBOARD. A wheeled, self-propelled device designed to transport a rider in a standing position, which device is not otherwise secured to a rider’s foot or shoes.
   (B)   Unlawful acts. It is unlawful for any person to operate, propel or ride a skateboard or to propel himself or herself on roller blades or roller skates anywhere in the area bounded by:
      (1)   Cavour Avenue on the north;
      (2)   Whitford and Friberg Avenue on the east;
      (3)   Washington Avenue on the south; and
      (4)   Vine Street on the west.
   (C)   Right-of-way. Whenever a person is riding a skateboard or propelling himself or herself on roller blades or roller skates upon a sidewalk where not prohibited, the person shall yield the right-of- way to any pedestrian and shall give audible signal before overtaking and passing the pedestrian.
   (D)   In skateboard park after hours. It is unlawful for any person to enter the skate park outside of the posted skateboard park hours.
