§ 51.22 ACCUMULATION OF REFUSE.
   All refuse shall be removed from the premises as provided by this subchapter, at least as often as pick-ups are scheduled by the city collection service, pursuant to resolution of the Council and any failure to thus remove or dispose of garbage as frequently as thus provided shall be deemed an unreasonable accumulation of refuse. Any accumulation of combustible or non-combustible rubbish or ashes, such as to constitute an unreasonable menace to the public health or safety, is deemed an unreasonable accumulation of refuse for the purposes of this subchapter. Any unreasonable accumulation of refuse is hereby expressly prohibited.
