(A) Before placing any refuse in a can for collection, each person shall first drain the refuse free of water or liquids so the refuse can shall contain relatively dry refuse.
(B) It shall further be the responsibility of each person using the refuse can to keep the inside of the container dry and free from rain water and snow.
