105.11 ELECTION TIME PERIODS.
   Pursuant to the provisions of the West Virginia Code, the following time periods relative to elections shall be observed:
   (a)   Public notice of filing period shall begin not later than fourteen consecutive days before the second Monday in January in the year of the election.
   (b)   The filing period for all elective offices shall begin on the second Monday in January through the last Saturday in January. Filing shall be by the filing of a certificate of announcement with the Recorder and payment of the appropriate filing fee subject to the applicable provisions of the West Virginia Code and Section 105.07(d).
   (c)   The deadline for a candidate to withdraw his or her name from the ballot shall be the third Tuesday following the last Saturday in January at 4:00 p.m.
   (d)   The date and time for the drawing by candidates for position on the ballot shall be the 2nd Monday in March.
   (e)   Voters eligible to vote by absentee ballot shall be entitled to do so beginning no later than 42 days before the election; all other provisions relating to absentee voting shall be in accordance with the provisions of the West Virginia Code.
