(a) Any organization, association or persons desiring to have any street or public way closed for the purpose of holding a meeting, conducting business or holding a festival shall first apply to the Town Council for a permission. The application for a street or public way closure shall state the portion of the street or public way to be closed to vehicular traffic, the beginning time and ending time desired and the purpose for such closure. Town Council must have the application at least ten (10) days prior to a regularly scheduled Town Council Meeting for the matter to be placed upon its agenda and considered. Council may grant the application as requested, deny the application or modify the terms or conditions of granting the application. The Town Manager shall issue a permit at the direction of the Town Council for the closure, which permit shall set forth the time, location and such other conditions as shall be determined by Town Council.
(b) Town Council may declare the closure of any Street or public way for any legal purpose for which it determines to be in the interest of the Town or for particular activities that Town Council believes to be in the interest of the Town.
