12.16.020: POLICIES AND RULES:
   A.   The Farr West City Senior Center is available for rent to adults age twenty one (21) years and older. Farr West City reserves the right to deny the use of the facility to any applicant. In the event that any applicant has paid the required fees and deposits and the city later revokes the use of the facility, all fees shall be refunded to the applicant.
   B.   1. Reservations must be made in person by the applicant or by mail. No telephone reservations will be accepted. All rental fees must be paid when the application for reservations is submitted to the city recorder. Cleaning and security deposits must be made at the time of picking up the keys for the facilities. No reservation will be valid until all rental fees are paid. Duplicate requests will be given priority on a first come, first fees paid, basis.
      2.   No individual, group or organization shall be permitted to reserve and/or use the Farr West City senior center more frequently than two (2) separate occasions during any calendar month.
   C.   Rental fees for the facility are listed in section 12.16.010 of this chapter and on the application form.
   D.   Cancellations made up to seven (7) days before the reserved date will entitle the applicant to a full refund of all fees and deposits. For cancellations made less than seven (7) days before the reserved date, the applicant will receive a refund of only the cleaning and security deposit.
   E.   1. The building shall be closed and locked, including all doors and windows, at twelve o'clock (12:00) midnight. No activities of any kind, including cleanup, shall be allowed after twelve o'clock (12:00) midnight.
      2.   The Farr West City senior center shall not be available for rent or use anytime between the hours of twelve o'clock (12:00) midnight Saturday and nine o'clock (9:00) A.M. Monday.
   F.   All keys must be returned the next business day following the last reserved date.
   G.   The facility shall be used as is. Nothing shall be attached in any manner to the floors, walls, ceilings, windows or doors. The use of pins, nails, tape or adhesive of any kind on the floors, walls, ceilings, windows or doors is strictly prohibited. Lighting in the facility shall not be altered in any way.
   H.   The use of any flammable, toxic or otherwise dangerous or hazardous materials in the building (other than cleaning chemicals) is strictly prohibited.
   I.   Smoking and alcoholic beverages in the building are strictly prohibited. "Red punch" based beverages shall not be allowed in the facility.
   J.   If music or microphones are used, the volume controls must not be tampered with. They are set at a low level that will not disturb the neighboring residents. If there are complaints, the music will cease immediately. Any outside music will cease at ten o'clock (10:00) P.M.
   K.   No furnishings, including, but not limited to, tables and chairs, microphones and decor shall be removed from the building for any reason.
   L.   The items you might find in the kitchen are not available for your use. They are for the staff only. You must furnish your own paper goods and condiments. You must furnish your own tablecloths, dishtowels, kitchen utensils and serving items, dish soap and any cleaning supplies you may need.
   M.   An adult, at least twenty one (21) years of age or older, shall be present for all activities.
   N.   All nonprofit organizations, youth groups, etc., must be presented to the city council for consideration of a reduced rate and will be decided on a case by case basis.
   O.   The facility shall be cleaned in accordance with the attached cleaning checklist in order to have the cleaning deposit returned.
   P.   Any problems should be reported immediately to the city office.
   Q.   The applicant shall be personally liable for any damage caused to the building or surrounding grounds as a result of applicant's activities. The applicant shall pay for all damages for which the repair and/or cleaning cost exceeds the amount of the security and/or cleaning deposit as well as legal and collection fees.
