§ 71.06 HANDICAPPED PARKING.
   (A)   Definition. For the purpose of this section, the following definition shall apply unless the context clearly indicates or requires a different meaning.
      PHYSICALLY HANDICAPPED PERSON or HANDICAPPED. Either having a physical condition requiring the use of a wheelchair, artificial limb, crutch, cane or walker, or having a physical disease making it difficult or impossible to walk more than 25 feet without shortness of breath or danger of impairment of health. A certificate by a person licensed to practice the healing arts in the state shall be acceptable by the town as evidence under this section.
   (B)   Spaces designated, marked.
      (1)   For every 20 parking spaces in front of or adjacent to any public building in the town, there shall be at least one parking space for physically handicapped persons, which space shall be distinctly marked with either the international wheelchair parking sign and/or clearly marked and designated pavement of the parking stall or space displaying the international wheelchair sign or some similar designation.
      (2)   Any further signs or designated parking spaces shall be created upon the showing of need and upon the recommendation of the Town Council, which shall include, but not be limited to, church parking lots, library parking lots and other town parking spaces.
      (3)   The town shall provide for signs to be erected designating such parking spaces, which signs shall be adjacent to and visible from such parking stalls.
   (C)   Parking restricted. It shall be unlawful for any person to park or leave standing any vehicle in a parking stall or parking space designated for physically handicapped persons if, immediately adjacent to and visible from such stall or space, there is posted a sign known as the international wheelchair symbol, consisting of a profile view of a stylized wheelchair with occupant in white on a blue background, or the designation of such sign is on the pavement of the parking stall or space, unless the driver of the vehicle or passenger of the vehicle is handicapped as defined herein.
   (D)   Signs to conform to standards. It is further ordained that the signs to be erected shall conform to the manual on traffic-control device standards for designating handicap parking and shall be erected in a manner that does not create a traffic hazard.
