Any vehicle or trailer of any kind that is disabled upon any street or public alley shall be moved to a place of safety and in the event of neglect or failure on the part of the owner or operator thereof so to do, or in the case of any motor vehicle or trailer of any kind left unattended or abandoned on any street, highway or alley and not properly parked, any police officer of the city is authorized to provide for the removal of such vehicle or trailer to a convenient garage or other place of safekeeping.
