9-1-7: DOUBLE PARKING:
No person shall park a vehicle or trailer of any kind on the roadway side of any vehicle parked at the curb or edge of a street unless under the control of a licensed and qualified driver present in said vehicle or trailer and then only in the event that the same does not otherwise obstruct traffic or violate any other provisions of this chapter. This provision shall not prohibit the double parking of trucks, buses and other commercial vehicles for the purpose of loading or unloading or otherwise having access to any property upon which signs are posted permitting such double parking, where such access cannot be conveniently secured from an alley or other side street, and such double parking shall be permitted for a period of not more than fifteen (15) consecutive minutes and only in the event that the same does not otherwise obstruct traffic or violate any other provisions of this chapter.
