(A) The provisions of chapter 169 of Minnesota Statutes Annotated, as amended, known as "The Highway Traffic Regulation Act", are hereby adopted by reference for the regulation of traffic upon the streets and highways of the City, insofar as the provisions thereof may be applicable and insofar as the same do not conflict with the subsequent provisions of this Code.
(B) Responsible Party: In any prosecution charging a violation of the below provisions, the presence of a vehicle or trailer of any kind that is stopped, standing, or parked in violation of the below provisions, shall be prima facie evidence that a registered owner committed or authorized the commission of such violation.
