No building permit, subdivision or rezoning or action by the zoning board of adjustment shall be approved until the applicant has paid a stormwater area charge for past, present or future stormwater runoff facilities. Said charge shall be based on and used in accordance with the Farmington stormwater management plan as amended. (Ord. 089-224, 12-4-1989)
