If any lot or parcel of property is found to be in violation of this chapter, the city shall serve or cause to be served upon the owner of record of the lot or parcel of land which said violation has occurred, a written notice requiring such owners to comply with the provisions of the chapter. If a person upon whom such notice is served fails, neglects or refuses to remove or eliminate such violation within ten (10) days after service of such notice, the city may proceed to eliminate or correct such violation and the amount of such cost shall be paid by the owner to the city.
