It shall be unlawful for any person to establish, maintain and carry on any offensive or unwholesome business within the city or within one mile of the limits thereof.
It shall be unlawful for any person to locate, without first having obtained permission of the council so to do, any packinghouse, renderies, tallow chandleries, bone factories, soap factories, tanneries, or any establishment liable to produce offensive or unwholesome smells, within the city and within the distance of one mile of the limits thereof.
