No permit shall be required for the wrecking, demolishing or tearing down of a private shed, garage or freestanding accessory building (except with respect to those located on properties identified in section 4-6-10 of this chapter). Further, and except as provided elsewhere herein, this chapter shall not apply in cases where partial demolition is necessary in connection with a minor remodeling or altering of an existing building.
