The city engineer shall review the permit application and shall approve the permit if it is in compliance with this chapter, the city's zoning ordinance, and other applicable laws, ordinances and regulations. If the building official denies a permit, the applicant may appeal the decision to the city council by filing a notice of appeal with the city clerk within ten (10) days after the city engineer denies the permit.
