(A) The Clerk shall within seven days of receipt of the completed application issue the business permit to the applicant if the Clerk finds the following:
(1) Compliance with all provisions of this chapter; and
(2) The applicant has not had a prior permit issued under this chapter, or any other similar permit or license authorized by a different governmental entity, suspended or revoked.
(B) Failure of the Clerk to issue a permit within seven days of completion of the application constitutes denial of the application.
