§ 32.065 VACATION.
   (A)   Full-time employees. The policy of the city is to provide paid vacation hours for full-time employees to have time away from work for their own health and wellbeing.
   (B)   Scheduling and using vacation hours requires a request from the employee and authorization from the supervisor. Vacation hours are granted based on the needs of the department to which the employee is assigned. All full-time employees not covered by a collective bargaining agreement shall receive paid vacation hours according to the following schedule.
Consecutive Years         Annual Accrual
1 year through 4 years      80 hours
After 5 years through 9 years   120 hours
After 10 years         160 hours
After 20 years         200 hours
   (C)   Employees may carry over no more than 40 hours of accrued vacation time from one year to the next. Employees may sell back up to 80 hours of vacation per budgetary year.
   (D)   Vacation is accrued upon the start of employment every two weeks. An employee must complete 90 days of employment in order to be eligible to utilize vacation time.
   (E)   Part-time employees. The policy of the city is to provide paid time off for part-time employees to have time away from work for their own health and wellbeing. All part-time employees, not covered by a collective bargaining agreement, shall receive one hour of paid time off per 40 hours worked. Paid time off accrues immediately upon employment but may not be used until 90 days of employment. Paid time off not used prior to the time of separation of employment with the city shall be forfeited.
   (F)   No more than two weeks vacation shall be taken at any one time. Any deviation from this division shall first have the approval of the department head.
   (G)   Consecutive years of service shall mean without interruption, other than interruptions caused by military service, sickness, or other leaves of absence granted by the city.
   (H)   All vacations will be scheduled so as not to interrupt service to residents. If there are conflicts that cannot be resolved, then vacation time of those affected by the conflicts, and those only, will be determined by the department head on the basis of seniority.
   (I)   Upon resignation or termination, an employee is entitled to be paid for all earned but unused vacation time. Upon the death of an employee, all earned vacation time shall be paid at the regular rate of pay to the employee's legal heir or executor.
