(A) Employment may be terminated by the City Manager due to a lack of funds causing a reduction in staff or by elimination of the position and the best interest of the citizens of Farmer City.
(B) In the case of personnel reduction, the employee with the least seniority in the classification of the appropriate department shall be laid off first. Employees shall be recalled, conditioned upon the ability to perform the work available, in the order of their seniority. No new employees shall be hired until all laid off employees have been given ample opportunity to return to work and have returned to work with 30 days of written notice.
