§ 32.001 PURPOSE.
   (A)   The policies and procedures in this chapter are intended to provide guidance and suggestions to employees and management as a method of assisting employees in the performance of their job duties and responsibilities. The chapter is not designed to cover every aspect of city operations. The contents of this chapter are not contractual commitments and no policy guarantees the continuity of an employee's benefits or rights. The city reserves the right to remove, edit, or supplement the contents of this chapter, or completely discontinue its use, at any time, with or without notice. Any violation of the city's policies may result in discipline, up to and including termination, regardless of the date of discovery.
   (B)   Neither the existence of any of these policies, nor anything contained in this chapter is intended to create or shall create an employment contract or contractual commitment, either expressed or implied. Unless otherwise provided in a written contract of employment or applicable collective bargaining agreement, employees of the city are employed "at will" and can be dismissed at any time, with or without notice, and with or without cause.
