If the application, together with the exhibits attached thereto shows that the applicant is the owner of, or has under contract or lease all of the property within the unit and if the unit contains at least ten acres approximately in the form of a quare, the City Council shall grant a permit for the drilling of the well, provided the applicant has complied with all of the requirements of this chapter and any other ordinance of the city in relation to the drilling of petroleum and gas well.
