The protection of the lives of persons and property within the city and the protection of the public health, and protection from fire, gas explosions and other hazards dangerous to the public peace, health and safety, and the prevention of nuisances, requires the regulation of operations for the drilling and operation of wells, pipelines and other equipment for the production of petroleum and gas, and that for the preservation of the pubic peace, health and safety of the city and the inhabitants thereof, an emergency is hereby declared to exist.
