SCHEDULE III. HANDICAPPED PARKING SPACES.
   (A)   The following locations are designated as handicapped parking spaces:

   (B)   (1)   Four parking spaces in the parking lot of South Park are designated exclusively for vehicles bearing registration plates specified in § 11-1301.1 of the Illinois Vehicle Code (ILCS Ch. 625, Act 5, § 11-1301.1) or a special decal or devise as defined in § 11-1301.2 (ILCS Ch. 625, Act 5, § 11-1301.2). The four spaces are generally described as follows:
         (a)   In the parking lot of the pavilion nearest the entrance to South Park;
         (b)   In the parking lot at the entrance to the camp site;
         (c)   In the grassy parking lot near the back pavilion; and
         (d)   By the baseball concession stand.
      (2)   The City Manager is authorized and directed to install all appropriate signage to designate the above-described four handicapped parking spaces.
      (3)   All vehicles and persons parking in these designated handicapped parking spaces without bearing registration plates specified in § 11-1301.1 of the Illinois Vehicle Code (ILCS Ch. 625, Act 5, § 11-1301.1) or a special decal or devise s defined in § 11-1301.2 of the Illinois Vehicle Code (ILCS Ch. 625, Act 5, § 11-1301.2) are subject to towing, and shall be guilty of an ordinance violation and subject to a minimum fine of $250 and maximum fine of $750, as allowed by law and ordinance.
   (C)   Penalty. Except as otherwise provided herein, any person violating any provision of this schedule shall be lined not less than $50 nor more than $500 for each offense.
