(A) Exceptions to § 54.01 are for renters or other categories of individuals making use of the property owned by others (referred to below generally as "renters"):
(1) The city will switch responsibility for; service from the owner to the renter only on the posting of the required deposit by the renter with the request for service. The billing shall then be made to the renter until such time as renter requests a final billing and termination of service. At that point, the billing responsibility for any continued service reverts back to the property owner.
(2) Should the renter leave the property (and the city) without having paid all outstanding utility bills, the city will make every possible effort to collect those outstanding charges from that renter including:
(a) Denial of further utility service until the bills axe paid;
(b) Exhaustive billing at subsequent addresses; and
(c) Use of collection procedures and agencies.
(B) Failing collection from these efforts, the city shall hold the property owner responsible for all outstanding utility bills.
