If a temporary absence or disability of the Mayor incapacitates him from the performance of his duties but does not create a vacancy in the office, the City Council shall appoint a Mayor Pro Tem from one of its members. In the Mayor’s absence from a Council meeting, the Mayor Pro Tem shall preside over it. Whenever the Mayor is unable to perform the functions of his office, the Mayor Pro Tem shall act as Mayor.
