(A) It shall be unlawful to park any motor vehicle weighing in excess of 36,000 pounds for more than one hour, except when loading or unloading freight, on the right-of-way of any street in the city.
(B) It shall be unlawful to stop any vehicle in any traffic lane except when loading or unloading passengers.
