Utility services (i.e. electricity, water or sewer) rates and charges shall be billed monthly. If any bill is not paid by the 10th of the month it is delinquent, and a penalty of 10% of the amount of the bill shall attach to and be payable in addition to the amount of the bill. The city is authorized to disconnect utility service to a customer who fails to pay his utility bill by or before the 15th of the month.
