Garbage containers shall be placed at an accessible place on the collection dates for the street by the hour of the day (if any) designated by the City Clerk. It shall be unlawful for garbage containers to be placed or remain on the street except on collection dates. After the containers have been emptied, the persons owning or using them shall remove them from the street, in no case later than the same day.
