§ 51.04 WATER LINES HOW LAID.
   (A)   All service lines shall be at least six feet below the established grade of the street, avenue, or alley in which they shall be laid, and in all places at least six feet below the surface of the ground.
   (B)   All plumbing fixtures, piping, or apparatus shall be installed with such material as to withstand safely the perils surrounding their conditions of operation and use.
   (C)   For any installation, hookup, or connection in which the service line does not enter the building inside a basement or other suitable below ground connection point, the customer shall provide a suitable place for a frost-free pit for a meter placed on the customer’s property; it shall be unobstructed and accessible at all times for reading. The cost of any such pit shall be paid by the customer as provided in § 50.09.
   (D)   The customer shall be responsible for having the service line and meter installed in accordance with the city’s specifications by a licensed plumber or plumbing contractor. The customer will obtain the meter and meter pit from the city; all other materials will be furnished by the customer or his or her plumber or plumbing contractor and shall be in accordance with the city’s specifications. The cost of the meter and meter pit to customer shall be the actual cost to the city plus 10%.
   (E)   No water main or service may be laid in the same trench with gas mains or other foreign conduits. Special permission may be granted, however, when deemed advisable by the City Council, for laying of water lines in trenches with sewer lines, and then only with the placement of water lines well above sewer lines to prevent subsequent possible contamination of water mains.
