§ 31.01 APPOINTMENT OF OFFICERS.
   At the first regular meeting of each year, there shall be appointed a Finance Officer, Chief of Police, and such other officers as may be provided by ordinance, to hold office until the appointment and qualifications of successors. All such appointments shall be made by the Mayor with approval of the City Council. The City Council may by resolution enter into a contract pursuant to SDCL Ch. 9-14 with an attorney to provide legal services to the city as the City Attorney.

§ 31.02 EMPLOYMENT POLICIES.
   All policies regarding personnel regulations and benefits of the city shall be included in a personnel policy manual which shall be filed with the Finance Officer and available to all municipal employees.
