§ 72.01 OBSTRUCTION OF TRAFFIC.
   It shall be unlawful for a vehicle to be operated or allowed to remain upon any street under the jurisdiction of the city in such a manner as to form an unreasonable obstruction to traffic. Whenever any police officer finds a vehicle which constitutes an obstruction to traffic, such officer shall be authorized to provide for the removal of such vehicle by towing, if necessary, at owner’s expense, with no liability to the city.
