(a) No person shall, either as principal, agent or employee, play, use or operate for any purpose in or upon any public street, or so as to be heard upon any public street within the City, any device known as a sound truck, loud speaker or sound amplifier, or any other instrument of any kind which emits loud or raucous noises.
(b) Whoever violates this section is guilty of a minor misdemeanor.
