(a) The Chief of Police shall issue a registration plate or decal together with a certificate bearing the name and address of the owner, the make and manufacturer’s serial number, type or model and the date issued. The owner shall cause such registration plate or decal to be firmly attached to the bicycle for which issued, in such position as to be plainly visible. No person shall destroy or remove a registration plate or decal from a bicycle.
(b) On bicycles not containing a manufacturer’s serial number the Chief shall establish a serial number system and cause such number to be permanently stamped on the bicycle frame, for which an extra charge of two dollars ($2.00) shall be charged. The Chief may furnish each registrant with a copy of the provisions of this chapter and other information as he deems appropriate.
