375.01  REGISTRATION REQUIRED; FEE.
   (a)   After October 1, 1973, no bicycle shall be operated in the City without a registration therefor as provided in this chapter.  Such registration shall be applied for to the Chief of Police, or someone designated by him, by every owner of a bicycle upon a form provided by the Chief.  The application for registration of a bicycle shall contain the name and address of the applicant and the name, color, and serial number or other identifying marks of the bicycle and other information as the Chief deems pertinent.
   (b)   The Chief of Police shall not issue a registration for any bicycle when he knows or has reasonable grounds to believe that the applicant is not the owner of or entitled to the possession of such bicycle, or that such bicycle is not in safe operating condition.  The Chief or someone designated by him shall keep a record of the number of each registration, the date issued, the name of the person to whom issued, the model and number on the frame of the bicycle for which issued and a record of all bicycle registration fees collected by him.  A minor, upon making application for a bicycle registration, shall furnish to the Chief or someone designated by him a certification by a parent or guardian either upon the application or upon a separate form, that the information stated thereon is true.
   (c)   No person who is the owner of a bicycle shall be permitted to use such bicycle unless it is registered in a manner satisfactory to the Chief.
   (d)   A registration fee of one dollar ($1.00) shall be paid to the Chief for each registration granted.  The registration provided for in this section shall be valid for a period of seven years from the date of issuance, or until ownership of such registered bicycle changes, whichever occurs first.  This provision shall not apply to any bicycle in transit within the City provided that such bicycles have been registered in some other municipality in accordance with the terms of an ordinance similar to the foregoing if such exists, or if the owner is a resident of another community.  If a private business issues registration, then a fifty cent (50¢) fee shall be retained by the issuer for his cost.
