(a) No person shall ride or operate a skateboard without due regard for the safety and rights of pedestrians and so as to create a risk of physical harm to persons or property of any other person lawfully using the streets, sidewalks or other public areas.
(b) No person shall ride or operate a skateboard at a speed greater than that which is reasonable and prudent under the conditions then existing.
(c) No person shall ride or operate a skateboard at or on any place where a sign has been posted prohibiting such riding or operation.
