(a) A bicycle shall be parked in a designated bicycle parking area when they are provided. No person shall park a bicycle upon a sidewalk in such a manner as to unduly interfere with pedestrian traffic, or upon a roadway other than against the curb.
(b) When a designated parking area is not provided, bicycles shall be parked in such a manner as not to interfere with building entrances nor upon a sidewalk.
