351.17  SNOW EMERGENCY.
   (a)   The Director of Public Service and Development is hereby authorized to designate any and all streets within the City on which parking shall be prohibited during snow emergencies.
   (b)   A snow emergency shall go into effect when there exists two inches or more of accumulated snow as determined by the United States Weather Bureau.  Such snow emergency shall be in effect until expressly lifted by the Director.
   
   (c)   The Director is hereby directed to post signs on the major thoroughfares leading into the City notifying the public that parking is prohibited on the streets of the City while a snow emergency is in effect.
   (d)   The Director is authorized to announce to the press and radio and television stations within the Cleveland area that a snow emergency is in effect and, therefore, parking on all streets in forbidden in order to facilitate the clearing of streets.  No person shall park any vehicle on any street in the City during the time a snow emergency is in effect.

   (e)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense;  on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
