(a) The Director of Public Service and Development is authorized to direct the Chief of Police to create a unit of “Police On Patrol Arresting Speeders” (POPAS), who would enforce Section 333.03, specifically, and any other City or State law generally.
(b) The fines collected pursuant to citations, by the POPAS unit, shall be utilized to pay the expense of having and operating such a unit. Fines received from the Clerk of Courts for the POPAS Unit shall be deposited in Fund No. 716 P.O.P.A.S. - Special Revenue Fund.
